Grading and installing underground utilities for public infrastructure is serious business. Our project teams conduct extensive preplanning to manage the challenges that come with complex roadway projects—like ensuring public safety, minimizing the impact on traffic, and turning raw earth into roads that will serve the public for decades to come. And while the public may only see the final product — a smooth, durable roadway — we know the level of technical and environmental expertise required to ensure the safe installation or repair of major underground utilities like storm drainage, water distribution, sanitary sewer, and storm water.

C.W. Matthews is the contractor of choice for many of Georgia's largest highway projects, including the I-85 Widening, the I-16/I-75 Interchange, as well as many local infrastructure improvements like widenings, roundabouts, and intersections.

Road widening can't happen until we relocate all underground utilities, setting up new water and sewer mains for projects of all sizes — road or residential. From our founding, C.W. Matthews partnered with outside utility subcontractors to tackle this crucial stage of the process. In 2022, we added our Utilities Division, which empowered us to increase efficiency and self-perform all tasks. We’re proud to bring outstanding service to the greater Atlanta area and beyond.

Our grading division is trained and equipped to self-perform all aspects of roadway construction. As the primary managing division on roadway projects, we’re the first on the job and typically the last to leave once it’s completed, serving as the primary interface between owners, utilities, and stakeholders. Our ability to self-perform the majority of work helps us coordinate the phases of construction and streamline our processes to complete work efficiently, without unnecessary delays.

While our roadways keep everything moving above ground, our underground utilities keep everything moving below. C.W. Matthews provides critical installation, repair, and replacement of all underground utilities, including storm water systems, water lines, sewer lines, project site runoff and drainage systems, and more. As Georgia grows and becomes more populated, much of C.W. Matthews’ work is widening existing highways to accommodate increased traffic.
Excavation & Utilities Installation
An essential piece of infrastructure, excavation and utilities installation ensures proper project site runoff and drainage, and reliable storm water systems, superior water and sewer line performance, and uninterrupted service of vital public utilities.
Aggregate Base
We use crushed rock, as well as recycled asphalt and concrete, to lay the base layer of our roadway projects.
Fine Grading
Once aggregate base-stone is placed, we level and compact to prepare for asphalt and concrete paving to begin.
Our survey teams at C.W. Matthews use the latest tools and technology including GPS, drone technology, and robotic total stations to map projects with precision.
Water Main & Sanitary Sewer Systems
Our team is fully equipped to install water mains, gate valves, fire hydrants, water line connections, sanitary sewer and force mains.
Manhole Adjustments
After grade elevations are achieved, we lower or raise existing manholes to match the grade.
